I have the honour to transmit a letter

addressed to you by Mr. H. P. Winslow the Manager of the Kowloon-Canton Railway (British Section) in which he requests that duty pay at the rate of £150 a year may be paid to him

from the date of its institution.

The Despatch from which Mr. Winslow quotes

in paragraph 2 of his letter is Sir F. F. Lugard's Despatch No. 218 of the 6th. June, 1911. When that Despatch was

written Sir F. Lugard was under the impression that the Government would incur heavy liabilities in respect of Mr.

Winslow's pension. He wrote as follows on the 9th. May, 1911:-

"The Government of course incurs a heavy

"liability in taking a man on the permanent staff in a

"high position and of middle age. If it obtains a man

"from another Government that liability is shared. In

"other words Mr. Winslow is treated as though he had

"spent some 20 years on low pay earning a pension in the

*Colonial Service. This advantage is so great that I

*think it should not be offered concurrently with so "high a rate of pay. I think also that it would be well

"to introduce the duty pay system".

This shows that Sir F. D. Lugard intended
